British Columbia has become the first Canadian province to implement a fully centralized, mandatory self-exclusion database that covers all land-based casinos, community gaming centres, and licensed online gambling platforms operating within the province. The program, which went live on January 15, 2026, is being hailed as a groundbreaking step in responsible gambling regulation.
How the System Works
Under the new system, individuals who voluntarily enrol in self-exclusion will be added to a single, province-wide database managed by the B.C. Gaming Policy and Enforcement Branch. Key features of the program include:
- Universal coverage: Exclusion applies simultaneously to all BCLC casinos, community gaming centres, and provincially licensed online platforms
- Biometric verification: Facial recognition technology at casino entrances to identify excluded individuals
- Digital integration: Online platforms must verify players against the exclusion database in real time
- Flexible terms: Exclusion periods of 6 months, 1 year, 3 years, or indefinite, with mandatory counselling required for reinstatement
- Privacy protections: Data encrypted and accessible only to authorized enforcement personnel
Addressing a Longstanding Gap
Previously, self-exclusion in B.C. was managed on a venue-by-venue basis, meaning an individual excluded from one casino could still gamble freely at another. This fragmented approach significantly undermined the effectiveness of self-exclusion as a harm reduction tool.
"A centralized database means that when someone makes the courageous decision to self-exclude, that decision is honoured everywhere. It closes the loopholes that have frustrated people in recovery for years." — James Whitfield, PhD, Senior Counsellor, GamblingSelfHelp.com
Early Results and Adoption
In the first two weeks since launch, the program has already seen over 2,400 new enrolments — a 180% increase compared to the monthly average under the previous system. Officials attribute the surge to the simplified enrolment process, which can now be completed online in under five minutes.
The B.C. Lottery Corporation (BCLC) reports that the biometric verification system at casino entrances has successfully identified and turned away 47 excluded individuals attempting to enter gaming facilities during the initial rollout period.
National Implications
Other provinces are watching B.C.'s implementation closely. Ontario has indicated it may develop a similar system for its regulated iGaming market, while Alberta's gaming regulator has requested a formal briefing on the program's technical infrastructure. If successful, B.C.'s model could become the template for a national self-exclusion framework — a key component of the federal government's recently announced National Gambling Harm Reduction Strategy.
How to Self-Exclude in B.C.
If you live in British Columbia and want to enrol in the self-exclusion program, you can register online through the BCLC website, in person at any casino, or by calling the B.C. Responsible Gambling helpline. The process is free and confidential.
